Implementation Guide for Community Governance Using the DAO Primitives Framework

Introduction

Crypto primitives make possible a fundamental shift in how communities organize, make decisions, and create impact. Unlike traditional organizations with rigid hierarchies, DAOs (and other crypto enabled organizations) can function as purpose-aligned networks operating through decentralized coordination mechanisms. Community governance—the constituency-scale layer of governance—forms the foundation that safeguards a networks purpose, steers its long-term evolution, and ensures that its community can genuinely participate in its formation and governance.

This implementation guide provides a comprehensive framework for designing, implementing, and evolving community governance structures using the DAO primitives approach. By breaking down governance into fundamental building blocks (primitives), communities can create customized, effective structures that align with their unique needs and values.

At SuperBenefit we have developed the DAO primitives framework to provide a set of primitives and patterns with which these new organizational structures can be composed.

We have identified and experimented with using the DAO primitives framework to produce governance systems based on 3 interlocking governance structures: Community Governance, Operational Governance and Multi-Stakeholder Governance.

This guide focuses on setting up a Community Governance structure, the highest level of governance in a decentralized network. You can do this as part of a three layered governance system as outlined above, or you could use this guide to design a community governance system to used with a completely different operational governance model.

Creating a community governance structure is not a simple task. We recommend getting support from an experienced facilitator to help you through this process.

Note: this implementation guide follows the structure outlined in the DAO Primitives group-facilitation process. It outlines specific steps for the Design and Implementation steps in this process. It assumes that an appropriate Discovery step has been completed and the network is ready to (and authorized to) design and implement a governance structure

DAO Primitives Framework

The DAO primitives framework provides 4 fundamental building blocks for creating effective decentralized organizations:

  1. DAOs - the larger constituency scale community container that the operational governance operates inside
  2. Cells - the basic operational unit in a DAO - a small autonomous team
  3. Roles - which contain and manage specific responsibilities and sets of permissions
  4. Tasks - which are defined pieces of work/deliverable that individuals or teams can commit to delivering

The framework considers three dimensions:

The goal of the DAO primitives framework is to allow us to compose governance systems that can produce purpose aligned networks of small autonomous teams that have powerful organizational dynamics making these networks effective in solving important problems.

To do this we compose together organizational infrastructures (social and technical) with the goal of producing positive organizational dynamics that will in turn produce powerful system properties (outlined above). These are the powerful forces that will allow us to solve complex problems and build a more resilient world.

Designing Your Governance Structure

1. Define Purpose and High-Level Goals

Start by clearly articulating the fundamental purpose your governance structure will serve. This foundational step ensures all subsequent design choices remain aligned with your community’s core mission.

Activity: Purpose Statement Development

Gather key stakeholders and address these questions:

  1. What is the essential purpose of our community/network?
  2. What values must our governance uphold?
  3. What long-term outcomes should our governance safeguard?
  4. What specific governance functions are most critical for our context?

Document the results in a concise purpose statement that can guide governance design decisions.

Example Purpose Statement

“Our community governance exists to steward the development of open-source tools for climate resilience by ensuring decision-making remains transparent, inclusive of diverse stakeholders, aligned with ecological values, and effective at allocating resources toward highest-impact initiatives.”

High-Level Goals

Based on your purpose statement, define 3-5 high-level goals for your governance structure. These goals should be specific enough to guide design choices while remaining broad enough to accommodate various implementation approaches.

Example goals might include:

  • Ensure diverse stakeholder representation in major decisions
  • Create transparent processes for resource allocation
  • Protect against mission drift or capture
  • Enable effective coordination across distributed teams
  • Build legitimacy through procedural fairness

Impact Model

You may want to or have already created an impact model (or theory of change) to describe the way you want your network to have positive impact on the world. It is not necessary to do this right away, as in the early phases (conversation and formation phases) of developing a community governance structure these details may still be emerging. But it is recommended to have a clearly articulated impact model as you move into coordination and organization phases. This will ensure that you have a solid coherent and testable foundation to connect your network’s purpose to actual measurable change in the world.

2. Define Requirements

With your purpose and goals established, the next step is defining specific requirements your governance structure must fulfill.

Proposal

Depending on the context, the design of the community governance system should be approved by the community on who’s behalf the system is being designed. If the community is already established, then this could be a community proposal process whereby feedback is sought and integrated into the design. However if the community is nascent, then perhaps a less formal proposal to confirm approval of the design by the proto-community is all that will be required.

Implementation Steps

Moving from design to implementation requires careful planning and execution. The following steps will guide you through the process of bringing your governance structure to life.
